Is Vaping Legal in Spain?
Yes, vaping is legal in Spain for adults over 18. You can legally bring your vape kit and e-liquids into the country for personal use.
However, Spain treats vaping almost exactly the same as smoking tobacco under the law. This means wherever smoking is banned, vaping is usually banned too. This includes:
- Inside public buildings and government offices.
- On public transport (buses, trains, and the Metro).
- In children's playgrounds and near schools.
- Inside healthcare facilities and hospitals.
The biggest change is the expansion of these rules into outdoor spaces, driven specifically by environmental concerns and the "Plan Integral" against smoking.
The "Beach Ban" Explained: Barcelona vs. The Rest
The headline-grabbing "Beach Ban" causes the most confusion for tourists. It is important to know that currently, this is largely a municipal (local) decision rather than a blanket national law, meaning the rules change depending on which city or island you are visiting.
Barcelona: The city has taken the hardest line. Vaping and smoking are banned on all of the city's beaches. Police patrol the sands and can issue fines. While they often start with a warning, repeat offenders can face penalties of up to €2,000, though €30 is a more common on-the-spot fine.
The Balearic Islands (Mallorca, Ibiza, Menorca): These islands have created a network of "Playas Sin Humo" (Smoke-Free Beaches). These are clearly marked with flags or signage. If you see the sign, do not vape.
The Canary Islands: Similar to the Balearics, specific tourist beaches in Tenerife and Gran Canaria are designated smoke-free.
The Rule of Thumb: Always check the signage at the entrance to the beach. If you see a red circle with a cigarette or vape crossed out, keep your device in your bag. If there is no sign, you are generally safe, but always be considerate of families nearby.
The Flavour Ban: Are Flavoured Vapes Illegal?
Alongside the crackdown on disposables, the Spanish Ministry of Health has moved to restrict the sale of flavoured vaping products. This part of the "Comprehensive Plan" aims to reduce the appeal of vaping to minors by limiting legally sold e-liquids to Tobacco and Menthol profiles.
While enforcement can vary between regions and specialist shops, you should not assume you will be able to buy your favourite fruit, dessert, or soda flavours once you arrive. The days of finding a wide selection of "Watermelon Ice" or "Blueberry Sour Raspberry" in Spanish tobacconists are effectively over.

The End of the "Kiosk Disposable"
For years, British tourists got used to buying cheap disposable vapes from beach kiosks and souvenir shops. But now that convenience is largely gone.
Aligning with the European push against electronic waste, Spain has introduced strict regulations on the sale of single-use devices. You will no longer find them next to the crisps and postcards.
If you do manage to find a disposable vape, be warned:
- Cost: Tourist prices can be extortionate, often double what you would pay in the UK.

Buying Vapes in Spain: What are "Estancos"?
If you run out of e-liquid, you can't just pop into a supermarket. In Spain, the sale of tobacco and nicotine products is state-regulated and largely restricted to "Estancos" (Tabacs). These are the shops with the dark brown and yellow "T" signs.
While Estancos stock vape products, they are primarily tobacconists. Their selection of e-liquids is often small, and they may not carry the specific coils or pods for your device.

Flying to Spain with a Vape
Getting your kit to Spain is easy if you follow the airline safety rules. Spanish airport security (Aena) follows standard international regulations.

- Liquids: All e-liquids in your hand luggage must be in bottles of 100ml or less and fit in your single clear plastic liquid bag.
